Labour Market Impact Assessments (LMIA) are crucial for many foreign workers applying for permanent residence (PR) in Canada, as they demonstrate that a Canadian employer needs a foreign worker to fill a position. However, in early 2025, LMIA processing times remain a significant hurdle for employers and workers navigating the system.

Currently, Employment and Social Development Canada (ESDC) is reporting lengthy delays, particularly for LMIAs used to support PR applications under Express Entry or Provincial Nominee Programs (PNPs). Processing times can vary significantly depending on the stream. High-wage and low-wage LMIA applications generally take 8 to 12 weeks, while PR-supporting LMIA (including those under Express Entry) can take even longer due to increased scrutiny.


The delays are frustrating for employers who need workers and for foreign nationals who are trying to secure PR while maintaining valid work permits. Given the backlogs, applicants are encouraged to submit their LMIA applications well in advance and ensure they provide all required documents upfront to avoid unnecessary delays.
